Launched by Greg Barker MP at IHEEM in 2011, the Carbon and Energy Fund (CEF) was specifically created to fund, facilitate and project manage complex energy infrastructure upgrades for the NHS and wider public sector.
Co-created with the Department of Health to act as a framework provider for the public sector, the CEF is a special purpose vehicle that enables different parts of the public sector and NHS to work together.
Meeting ever-changing needs
Countess of Chester Hospital, through the CEF as its appointed service provider, provides a framework to UK public bodies that become members of the CEF, enabling them to source energy and energy management services from experienced suppliers under a standard performance contract.
Building on the success of previous frameworks run by the CEF covering the public sector in the UK and Republic of Ireland, this framework improves the efficiency of public procurement and private enterprise by greatly reducing the ongoing administrative burden of repeating multiple procurement processes for such services.
With the capability to integrate Salisbury NHS Foundation Trust’s Dynamic Purchasing System (DPS) members can use the framework to meet the ever-changing needs of the NHS on the road to achieving net-zero carbon by 2040.
