What is a Public Sector Decarbonisation Scheme?
A PSDS is Government funding to the public sector to improve energy efficiency, reduce carbon emissions and lower energy bills. The fund is administered by Salix.
Who are Salix?
Salix is a non-departmental public body, owned wholly by Government. PSDS has been introduced to deliver the following objectives:
- Deliver stimulus to the energy efficiency and heat decarbonisation sectors
- Deliver significant carbon savings within the public sector and support jobs
Building on the success of PSDS1,2 & 3 further funds are expected in August 2024 (PSDS4) with a strong focus on heat decarbonisation. The launch of PSDS4 will continue to support the government’s net zero and clean growth goals, prioritising funding for decarbonisation projects where the heating systems are at the end of their working lives and where there is an imminent need for replacement.
What technologies might be covered by a PSDS?
PSDS considers a whole building approach, this may include the following:
- Windows’ replacement to double/triple glazed units
- Cladding, both modular and scrim options including insulation to roof and wall areas
- Removal and disposal of life expired fossil fuel plant
- Supply and installation of heat pumps through; air source heat, water source and ground systems utilising cascade and waterfall configurations
- Installation of a site-wide Low Temperature Hot Water (LTHW) distribution system (de-steaming works)
- PV modules and arrays of solar systems, including roof, ground & car ports
- LED lighting upgrades and control systems
- Reduce heat losses through insulating pipework systems
- Strategies for heat decarbonising utilising building management control
- Air Handling Unit (AHU) refurbishment and asset replacement to reduce power consumption and improve heat transfer
- Heat from waste plant
