Securing Project Capital

With direct access to the financial markets CEF procure a panel of funders who seek to make available c. £500m+ in funding to CEF NHS Framework of ESCOs as part of a member energy service delivery scheme. This is to ensure that a third party funded scheme, whether on or off-balance sheet, can demonstrably deliver best value to the NHS. The CEF do not receive any arrangement fee from the funder or ESCo; merely offer the introduction between Trust and funder or ESCo and funder as a service under the Membership Agreement.

Finance rates achieved are typically 50% less than project finance debt & the latest panel (September ’24) is delivering a cost of finance which suggests a more competitive rate than that currently set by the Public Sector Loan Board (PSLB).

CEF, working with its Member Trusts, has also secured £555m in Public Sector Decarbonisation Scheme grant money as part of the Salix managed Department for Energy Security and Net Zero initiative. This represents c. 50% of all the funding awarded to the NHS.

The CEF’s proven Energy Services Performance, delivers guaranteed financial and carbon savings to the Trust and offers a route to off balance sheet under International Financial Reporting Standards (IFRS) guidelines.

CEF supports its Members through the initial viability studies, marries potential scheme measures to within Trust delegation and offers experienced support in the completion of business cases and Board papers at every stage of the governance decision gateways.

The CEF standard NHS Project Agreement is tailored by a qualified legal team to ensure the commercial arrangements meet the project specific needs of the Member organisation & which is relied upon throughout the Contract and Performance Assurance period.
